I would therefore like to sling together something a little more decorous. Does anyone have recommendations for software that will produce a nice mini site with navigation and some semblance of design without me having to invest too much time in learning the intricacies of CSS? Since I don't control the server my page is on, it needs to be able to produce plain HTML files.
